American Indian and Alaska Native Affairs

Indigenous peoples pursuing survival, sovereignty and self-determination inevitably must engage with the United States government. There are seemingly unlimited challenges and opportunities for interaction. Whether it be to regain title and control over tribal lands, pursue federal funding to support tribal government programs, reform federal law to expand tribal economies, or expand infrastructure for Alaska Natives, the U.S. federal government must act to reverse the effects of colonization and strengthen the government-to-government relationship. Our role is to develop and advocate for winning strategies to persuade American officials to address your concerns.

Our American Indian and Alaska Native Affairs team is co-led by Robert Odawi Porter, a former President of the Seneca Nation of Indians, and Todd Bertoson, former senior staff for Senator Ted Stevens of Alaska.

 

Aviation

The Capitol Hill Policy Group works hard to develop strategies for our clients that best suit their own aviation-policy needs.

Our Aviation Team is led James Reid. James has 25 years of experience in aviation policy in both the private and public sectors. He started out his career in aviation working with airlines on international route cases and Open Skies policy. As a senior staff member for to Senator John D. Rockefeller IV (D-WV), who served as the top Democrat on the Aviation Subcommittee from 2001 to 2009 and Chairman of the Senate Committee on Commerce, Science, and Transportation from 2009 to 2014, James brings a deep understanding of aviation to clients.

He maintains relationships with key aviation agencies – the Federal Aviation Administration, National Transportation Safety Board, and Transportation Security Administration. During his tenure in the Senate, he led the Senator’s efforts to modernize the nation’s air traffic control system, improve aviation safety, and enhance aviation security resulting in the enactment of the Federal Aviation Administration Reauthorization Act of 2003. He also worked to help pass the Aviation and Transportation Security Act. He also led successful effort to pass the first long-term reauthorization of the Federal Aviation Administration in 2012 after seven years of temporary extensions.

 

Surface Transportation & Infrastructure

Transportation and Infrastructure policy can have wide ranging impacts on nearly every sector of our economy and local communities.  From the integration of new and emerging technologies to the replacement of aging infrastructure, the Capitol Hill Policy Group has worked with trade associations, individual companies and local communities to meet their transportation and infrastructure objectives.

Our Transportation and Infrastructure team is led by Todd Bertoson, a former Staff Director of the U.S. Senate Committee on Commerce, Science, and Transportation.  Todd has worked on transportation policy with nearly every mode of transportation including maritime, rail and surface transportation.  He has also helped local communities in securing federal funding for infrastructure projects.  He works with the relevant House and Senate Committees of jurisdiction, the Army Corps of Engineers, and the Department of Transportation.

 

Natural Resources

Today, the issues in natural resources development and management are diverse but at the core of it is how can industries and governments work together to sustain the limited availability of a natural resource, to ensure its continued economic viability in the years to come.

As policymakers seek to fulfill their public responsibilities, which includes protection of a natural resource and development for the benefit of all people, industry must interact in this framework to ensure their own viability as well.

Capitol Hill Policy Group works with you, the federal agencies, and the Congress to achieve desired goals in this area.  Our natural resources team is led by Todd Bertoson, a former Staff Director of the U.S. Senate Committee on Commerce, Science, and Transportation.  Todd works with the relevant House and Senate Committees of jurisdiction, as well as the Departments of Interior, Energy, and Commerce and the Environmental Protection Agency to produce client-driven results.

 

Tax Policy

Economic growth in the United States is inextricably tied to sound federal government tax policy.  Following the enactment of the historic Tax Cuts and Jobs Act of 2017, work continues in Congress and the Treasury Department to implement the law and ensure its full benefits for companies and individuals. Our Tax policy practice is led by Lynn Jenkins, a CPA and former senior Member of the House Ways & Means Committee. Lynn served a key role in the writing and passage of the TCJA and has authored several provisions of the Tax Code.  Our role is to assist you in navigating federal tax law and policy with the House Ways & Means Committee, the Senate Finance Committee, and the Treasury Department.

 

Commerce and Economic Development

To improve communities, U.S. public policy seeks to promote job creation, economic growth, sustainable development, and generally improve the living standards of everyone.  To achieve this, the effort involves the work of numerous federal agencies and departments, as well as significant law from Congress.  The government does not act alone, it often seeks partnership with communities and industry to help achieve the goals.

Capitol Hill Policy Group works with you, the federal agencies, and the Congress to achieve the desired goals of our clients.

Our Commerce and Economic Development team is led by Todd Bertoson, a former Staff Director of the U.S. Senate Committee on Commerce, Science, and Transportation.  As Staff Director, he helped move the agenda of the Committee forward with his extensive knowledge of the issues and his ability to get things done on Capitol Hill.

 

Healthcare

Healthcare continues to be an area of complex federal government regulation and continuing policy debate. Following the enactment of the Affordable Care Act in 2009, the federal government continues to implement the law with seemingly endless change for individuals, state, and tribal governments. Our Healthcare policy practice is led by Lynn Jenkins, a CPA and former member of the House Ways & Means Health Subcommittee. In that role, Lynn Jenkins successfully engaged in policy initiatives focusing on improving healthcare access for rural communities, behavior health, long-term care and kidney and hospice care. Our role is to assist you in addressing federal healthcare policy impacts as they may arise in the future.

 

Trade

Economic growth in the United States is greatly dependent upon fair and effective federal trade laws and agreements. Following the negotiation and adoption of the United States – Mexico – Canada Trade Agreement, much work remains to fully implement its provisions for the benefit of companies and organizations.

Our Trade policy practice is led by Lynn Jenkins, a CPA and former Member of the House Ways & Means Trade Subcommittee. In that role, she was a strong proponent of free and fair trade to support the trade-reliant industries in her home State of Kansas such as Agriculture, Aviation, and Oil & Gas. While in Congress, she led the effort to enact Trade Promotion Authority and the Trade Preferences Extension Act. Our role is to assist you in addressing the implementation of the USMCA and other federal trade policy impacts.
